The Capacity Building Technical Assistance Fund, CBTAF is a project by CIDA that was started in 2008 and is expected to continue until 2013. It consists of two parts. The first part comprises capacity building and technical assistance to the South African government, on a government to government basis, whilst the second part comprises capacity building and technical assistance to civil society organizations (CSOs). The purpose of CBTAF is to provide institutional support to promote good governance in South Africa. The overall expected outcome of CBTAF is improved livelihoods for poor and vulnerable persons, including women and those impacted by HIV/AIDS. CBTAF contributes towards improved service delivery in South Africa by strengthening the capacity of civil society organizations to influence accountable and transparent governance.
CBTAF GOV supports requests from South African government and para-statal organizations to undertake learning exchanges with government officials from Canada, Africa or elsewhere in the world as well as provide technical assistance to the South African Government and para-statal organizations of up to two weeks in South Africa. This part of the CBTAF is managed on a responsive basis. A SA government department or para-statal organization submits a proposal to the CBTAF management, which is evaluated. The fund supports costs for logistical and contractual arrangements. In the past three years CIDA supported the following government departments and para-statal organizations through the fund:
- National Treasury Department;
- Department of Higher Education and Training & HESA;
- Department of Science and Technology;
- Department of Home Affairs and Refugee Appeals Board;
- Department of Public Enterprises;
- Department of Social Development;
- Department of Arts and Culture and SA Human Rights Commission;
- Department of Public Services and Administration and the Foundation;
- The Eastern Cape Department of Health;
- The KwaZulu-Natal Department of Local Government and Traditional Affairs;
- The Western Cape Department of Safety and Security;
- Public Administration Leadership and Management Academy of South Africa;
- The Agricultural Research Council;
- The South African Presidency

CBTAF CSO supports requests for training and learning exchanges between South African civil society organizations and organizations in Canada, Africa or elsewhere in the world, or any other form of technical assistance that would help build the capacity of the requesting CSO. CBTAF funding CANNOT be used to fund infrastructure, items of a capital nature, salaries, operational costs or medical expenses. This part of the CBTAF is managed on a competitive funding basis. Requests for proposals are called for on an annual basis. It is announced in the local newspapers, on the CIDA website, the Sangonet website and on this website. Once the proposals are received, they are screened to establish compliance with the mandatory criteria, evaluated by a panel and a shortlist is compiled. The shortlisted organizations are visited and the final selection is made. Project duration is not more than 12 months and the budget limit is CAD 100 000.00. Since its inception in 2008, the CBTAF CSO part has requested three rounds for proposals. The first round was called for in November 2008. Five CSO's were funded during the first round. They were:
- Institute for Zero Waste in Afrika;
- Dikeletsong Citizen's Advice Bureau;
- Masifundise Development Trust;
- Metro-Evangelical Services and Madulamoho Housing Association;
- The Anglican Aids and Health Care Trust.
    Of the five projects that were started, the first three mentioned above have been completed, the fourth one is still in progress and unfortunately the fifth project had to be terminated as a result of unsatisfactory performance. The second round was called for in February 2009. Four CSO's were funded during the second round. They were:
- Community Connections;
- Eastern Cape NGO Coalition;
- ZipZap Circus School Trust;
- Centre for Conflict Resolution.
    These projects started in June 2009. The first two of the abovementioned projects are still in progress, whilst the last two projects have been completed. The third round was called for in October 2009. Seven CSO's were funded in the third round. They were:

- Clowns Without Borders;
- Centre for Justice and Crime Prevention;
- Amanzimtoti YMCA;
- DOCKDA;
- Women on Farms Project;
- Amy Biehl Foundation

These projects started in the beginning of 2010 and are all still in progress.
The fourth round was called for in October 2010. Eleven CSOs were funded in the fourth round. They are: • Centre for Conflict Resolution • Impumelelo Social Innovations Centre • Development Action Group • Siyabhabha Trust • The Evangelical Alliance of South Africa (TEASA) • Built Environment Support Group (BESG) • The Children in Distress Network (CINDI) • MES • OneVoice South Africa • Delta Environmental Centre • LifeLine Ekurhuleni (East Rand) • Wildlife and Environment Society of South Africa (WESSA) These projects started in the in the first quarter in 2011 and are all still in progress.

Capacity Building Technical Assistance Fund Request for Proposals (RFP) for Civil Society Organizations

The Canadian International Development Agency (CIDA) invites proposals from South African Civil Society Organizations (CSOs) to help advance the aims of its Capacity Building Technical Assistance Fund (CBTAF). The purpose of CBTAF is to provide institutional support to civil society organizations that are working to promote good governance in South Africa. We invite CSOs working in the following areas to apply: 1) Building Accountable Public Institutions, or 2) Children and Youth, or 3) Food Security Proposals should request funding for capacity building in your own organization. You may request funding to support a learning exchange or technical assistance between your organization and an organization in Canada, Africa or elsewhere in the world, or any other form of training which would build capacity in your organization. CBTAF funding CANNOT be used to fund infrastructure, items of a capital nature, salaries, operational costs, medical expenses, team building or individual training. Please note that only registered civil society organizations that have been in existence for more than two years and that are working in the above mentioned areas are eligible to apply. Each organization is limited to the submission of one proposal. The proposal must clearly outline what capacity will be built or improved within your organization as a result of CBTAF support. The proposal’s budget may not exceed CAD 100 000. Projects can be anywhere from one week to one year in duration. DEADLINE: The deadline for this RFP is 12:00 noon on Monday, September 12, 2011. Six hard copies of the proposal must be received by the CIDA Program Support Unit (PSU), 2nd floor, Hatfield Square Building at 1115 Burnett Street in Hatfield, Pretoria before the deadline.
